Sadly IIS is a complex beast to configure via a MSI-based installer. The mapguide installer *requires* an IIS web site named "Default Web Site" to exist. If anyone knows if there is an API to get the localized name of this web site we can at least make it work better with non-english versions of windows. Otherwise this requirement stands.
