Agreed...you don't have that many users.  Optimizing your layers is probably
going to be the biggest performance gain.  I would also throw in/out
labeling...you might want to create different layer styles at different zoom
levels that include/do not include labeling.  The more that needs to be
rendered, the longer it's going to take.  As you already suggested, your
TIFF images are going to slow things down a lot.  Either turn that layer off
at certain zoom levels or make sure that your users understand that layer is
going to slow down performance of the map.
