Not really. I would recommend using WMS server such as OnTerra for Bing (http://register.onterrasystems.com/wms.aspx) with costs a subscription, or WMS of OpenStreet map.
Either way, it is still dynamic. You can then use a TILED map using an WMS layer and generate static tiles.
