Not really.

I would recommend using WMS server such as OnTerra for Bing
(http://register.onterrasystems.com/wms.aspx) with costs a subscription, or
WMS of OpenStreet map.

Either way, it is still dynamic.  You can then use a TILED map using an WMS
layer and generate static tiles.  

I do this all the time to put OpenStreetMap in may Basic Ajax Layout and
Tile it to be faster without having to hit the server all the time - there
is no reason that you couldn't use this technique in Fusion...
