Turns out there's actually an AddWMSLayer widget https://trac.osgeo.org/fusion/browser/trunk/widgets/AddWMSLayer
But there is no widgetinfo XML file for it so it would never show up in the list of available widgets to add to a Fusion flexible layout. You could create the missing widgetinfo XML file, put it under widgets/widgetinfo and see what it does.
