I'm not sure I did exactly what you meant, but when I remove the other child 
maps and only have the XYZ, I get the same Fusion error as I do when I move it 
up in the list with the other maps.

What I did was delete the stuff scratched out here:

Open MapGuide Maestro.
Open your Application/Flexible Web Layout
Edit as XML
remove the <Extensions> and then try with the XYZ layers only...
