Is there anyone actively working on trying to stop an active US map thief who 
is selling on ebay?

I've reported my suspicions with respect to this person on two different 
occasions, with no follow ups.  I note that he has become much bolder and is 
now going after non-government serials and turning up with increasing early and 
rare material.

Its fairly clear that he's stolen over 10,000 maps from American institutional 
collections.  Is there anyone interested in his activities?
