I have written MapBasic programs that will read the read registration data
from JPEG and MrSid world files and write out a MapInfo TAB file.

If you don't find a better solution, my programs could easily be modified
to read the TIFF world file. If you are a MapBasic programmer I could give
you the source code. If not, I could modify the program for you.
