If you want U.S.A. counties for the 1980 census, go to 
www.geolytics.com.  They have boundary files on CD-ROM down to the 
Census Tract level, exportable in .mif/.mid or shapefile format.  The 
boundary files are a little different than usual;  they display water 
bodies within all the polygons (these aren't a separate layer).  
Counties are labeled only with the FIPS code (Federal Information 
Processing System), not with county name, but you could get this info 
from another table.

Of course, US counties changed little from 1980 to 1990 (I think La 
Paz county in AZ was formed, and a few extra independent cities in 
Virginia). (When did they completely re-do the British Counties?).
