I had successfully compledted that job a few months ago...
I had some 3D DGN contour data and had to convert them into MI with z
attribute
so i have followed this process..

1. I saved DGN files as DWG files
2. Use UT, and translate it into MI
so you will have autocad_elevation column im MI but only for line objects
not for points
for point objects you should save to DXF and import into MI directly and
from Options check
"Store elevation"

Hope works...
