Can I hope that re-ordering legend items will be implemented as a dialog
driven feature in the next release ?

I'm not sure how MI determines the display order in legends but you can
open your workspace in a text editor and change it. Just locate the line
labelled 'Create Cartographic Legend' and wreak whatever havoc you want.
You can also add new legends by cutting and pasting this section,
renaming the window, changing brushes, pens etc.
