The only way in MapInfo for cutting a line is: 1) use a region object (drawn for example in the cosmetic layer), which cross the line at the place you want to split it; 2) make the line table editable; 3) select the line you want to cut; 4) make the line as target (Objects/Set Target) 5) select the region object; 6) execute Objects/Split. Or maybe you can try MapLogix, a topological map editing utility for MapInfo. This tool is made to help users to manage topology of MapInfo data and offers some utilities like the possibility of split a polyline simply by clicking at the place you want.
