There's a place called DeskMap Systems that has some digital data for
north american railroads:

Under "Sample Data," DeskMap does seem to have some samples in
MapInfo format. It sounds like you might need more detailed property
ownership info than they probably have, like might be found in
cadastral data from county governments?
