Hi Nagao,

The best way to merge is to select all the objects in that layer and then do the 
combine operation.

The following steps will help you in doing so.

1. Edit the layer, for example test which is containing the provinces that you want to 
merge.
2. Go to Query Menu and click on select all from the test. This operation will select 
all the objects in that layer.
3. Go to Objects - Combine and click ok after entering necessary details.
4. Finally a map with a single polygon will pop up.
5. Before making this operation save a copy of your layer.
