There are several third party programs to do this, the ones I know are
GeoBasemap Mapping System and Discover. They are both excellent, but
GeoBasemap is the cheaper of the two, and
is probably more useful to you (Discover was written specifically for
geologists). It allows you to set the paper size, then the scale, and draws
a box around the area on your map window which will fit on the sheet. Then
it changes the map window to fit the box and hey presto, your map is to
scale. It has loads of other useful functions too.
