There is a partial solution to the problems with Windows 2000 and NT:

1. Give the users full control over the files MAPINFO.WOR and MAPINFO.PRF.
   This will allow them to save their preferences.
   The files are loceted in the WINNT directory.

2. Give the users full control over the folder THMTMPLT.
   This will allow them to save new thematic templates, but unfourtunately
   also allow them to change or delete the existing ones. If You make a
backup of the 
   directory You can resostore the default settings by replacing the
   user modified directory with the original (f.ex. in a login script).
   The folder THMTMPLT is located in the directory
   PROGRAM FILES -> MAPINFO -> PROFESSIONAL.

3. Give the users full control (or write permissions) to the file REGINFO.INI.
   It is located int the directory 
   PROGRAM FILES -> MAPINFO -> PROFESSIONAL.
   Make a backup of the file first.

4. In order to get the tools listing and tools like Universal translator
from the meny
   You have to edit the registry:

   Select RUN -> REGEDT32

   Go to HKEY_LOCAL_MACHINE -> SOFTWARE and select the "folder" MAPINFO.

   From the menu SECURITY select PERMISSIONS and give the users full
   control.

   This leads to a situation where the tools are shown under the Tools meny in
   Mapinfo. The user can, however, delete the tools from the list. The
mbx-files
   are not deleted - they are still availabe from the meny File -> "Run
Mapbasic program".
   If you want to run universal translator in this way you have to navigate to
   the UT folder.

   Resore the list of tools can only be done manually bu adding them again
to the list.
   In order to do this you have to know the name of the mbx-files and what
they are
   called in the dialog over list of tools. You can get this information by
opening the
   file REGINFO.INI in a text editor.

The changes in the registry does not affect file or folder permissions. It
does not
affect any other applications, so you get a reasonably safe system. Since
Mapinfo
is not fully 2000 or NT compatible this is probably the best you can do.

An alternative to changing the registry is to teach the users to use "Run
Mapbasic Program"
and give them a printed copy of the descriptions in REGINFO.INI. This is
how we did it
in the old days of MI version 4.

(bonus tip: If you have a problem with Microsoft Photo Editor you can use
the same technique
with the regedt32. The path here is hkey_local_machine\software\microsoft\ 
and the "folder" shared tools.)
