You need to check your date settings in Windows, so that the date format
and the delimiter exactly matches those of your date string. The 'Date
Format Local' option only makes the function use the settings on your
computer.
If they are different, try changing the settings but remember to restart
MapInfo after each change.
It seems as if MapInfo reads these values at startup.
