Hi David, I have seen this too in both 6.0 and 6.5. I've tried to solve it but have had to accept it for the most part. The best fix I could find is to set the mapper window size to be as close as possible to the actual size of the mapper frame in the layout window. This gets the two almost perfectly in synch regarding labeling.
(To be explicit, for example, if the whole layout is 8.5x11 inches but the map frame itself is only 4x4 inches, then set the mapper window to be 4x4 inches using [set window frontwindow() Width 4 Units "in" Height 4 Units "in"] command from the mapbasic window or manually playing around with it until it's right.)
