First, convert the state outlines into regions. For extracting the roads for only one state, select the region/state you want and then save to a new layer. Use this region as cookie cutter (using cookie98.mbx).
For spliting roads along the state outlines, use the hole state outlines layer (previously converted to regions) and then use the split function. Hope it's help.
