Here's the PRJ line I use. This works for me.
"Oregon Lambert", 3, 74, 3, -120.5, 41.75, 43, 45.5, 1312335.958, 0

Hello,

I am on an active search for the simple error that keeps me from accurately
converting shapefiles in the Oregon Lambert Projection into MapInfo .tab
files.

The Oregon Lambert Projection is used by Oregon State agencies as their
standard projection (see
http://www.sscgis.state.or.us/coord/project/gpl.html for add'l information.
There's a nice map showing all the geographic parameters from below.).

The projection specifications are:

Oregon Lambert Projection:
PROJECTION LAMBERT /* Lambert Conformal Conic
DATUM NAD83 /* North American Datum 1983
SPHEROID GRS1980 /* Required spheroid with NAD83
UNITS 3.28084 /* International Feet, (.3048 meters)
PARAMETERS
43 00 00.000 /* 1st standard parallel
45 30 00.000 /* 2nd standard parallel
-120 30 0.000 /* central meridian
41 45 0.000 /* latitude of projection's origin
400000.00000 /* false easting (meters),
(1,312,335.958 feet) 0.00000 /* false northing (meters)

I've created the following MapInfo.prj line that I think is accurate, but
I'm a little confused by the "UNITS 3.28084..." expression above. I've
interpreted it to mean that the units are International Feet.

"OR Lambert", 3, 74, 3, -120.5, 41.75, 43, 45.5, 400000, 0

When I import the shapefile using this projection, the coast of Oregon ends
up on the state's central meridian at -120.5; somewhere East of the
Cascades. The vertical positioning of the map is OK.

I, as I suspect, this is just a simple error, I hope someone with a keener
eye or more experience with projections can spot it quickly.

Thanks,
Tim Rood
