I've interpreted it to mean that the units are International Feet. "OR Lambert", 3, 74, 3, -120.5, 41.75, 43, 45.5, 400000, 0 When I import the shapefile using this projection, the coast of Oregon ends up on the state's central meridian at -120.5; somewhere East of the Cascades. The vertical positioning of the map is OK. I, as I suspect, this is just a simple error, I hope someone with a keener eye or more experience with projections can spot it quickly.
