Well not aware about other sites, but out here in India, we got
www.gisdevelopment.net which hosts tenders and also lets people to
subscribe to them.
So, if things work fine for both sides, you could possibly get the
contract.

Here's an interesting idea: What if someone set up a forum where
people could post project descriptions for GIS-related contracts and
where people who do that sort of work could bid on the contracts?
Imagine a blend between ebay and GISjobs...
