Crimestat 1.1 is available free at the cmrc website.
http://www.ojp.usdoj.gov/cmrc/.
It has several hotspot routines and a good manual.  It output mif files
included are heirarchical linear clustering, kernel density and several
others.  The new CrimeStat 2.0 will be out very soon.  It will include
STAC.  It will be directly compatible with many databases and is ODBC
compliant.  When it is finally released, I will announce it on
mapinfo-l.

Hi List

Does anyone know of a similar application to "Hotspot Detective" ??
in determining concentrations of point data/events to produce a
hotspot map i.e. continuous shading.
