We use MapInfo and ArcInfo very frequently.  In my own opinion, to do the
most common GIS tasks, Mapinfo is really friendly user and of course,
faster.  Since ESRI decided to move ArcInfo from UNIX (version 7 and
earlier) to Windows (version 8), ArcInfo became very slow and buggy.  BUT,
it is still very powerful to achieve many tasks like rubber sheeting,
building topology, generalizing, reprojecting rasters, etc...  There is
another major advantage to ArcInfo/ArcView 8.  The editing functions are
definitly more advanced...  No need to use Freehand or Illutrator to obtain
good looking maps.  ArcInfo 8 (or ArcView 8 which is in fact ArcInfo light)
manage the layout information by layers, just like Freehand or other graphic
softwares.  This is really useful and quite simple to use.  No problems with
placing labels in a view window or text in a layout.

In fact, the comparison should be made between MapInfo and ArcView not
ArcInfo. ArcInfo is still more powerful than both, but really more
expensive.  It takes good reasons to justify paying that price.  Of course,
it depends on what your needs are.
