If you have AutoCad you can move/rotate your drawing to fit with the digitized cadastral info.
If not maybe creating an affine transformation in Mapinfo (see MapInfo manual) might be a solution. Using Neil Moseley's Affine Calculator at http://members.iinet.net.au/~mose/prod03.html might be useful.
