ProViewer reads - like all other MapInfo Pro and Runtime versions - these settings from the preference file - MapInfow.prf.
So my guess would be that the computers that use a metric distance has a preference file that holds these settings. You should be able to force some new settings by setting up these preferences on a computer with MapInfo Pro, and then copying this preference file to the other computers with ProViewer.
