We got this data in 2000 from Census and downloaded at night for a week for Michigan. This included the data matrix files as well. Since then I have cable modem, so I don't know how fast it could be. It was not available in Mapinfo tab format at the time. We purchased the Tiger2MIF program for $75 and it worked very well (see directions mag).
