No, its not the stock COGO tool, COGOline.mbx is the stock tool, so you probably had an add on, you have to click the begging point every time and enter bearing, distance. Sounds like MapCOGO.MBX or Cogopoly_imp-270.mbx (imperial units) allows you to enter DMS or D.D and distances for continious lines, available in Metric version as well. MapCOGO is a bit clunky IMHO. I have attached cogopoly for you, though the list will not see it
