Summary:

The tools definitions are stored in the registry under
HKEY_CURRENT_USER\Software\MapInfo\MapInfo\Professional\{Version Number}\Tools
(eg HKEY_CURRENT_USER\Software\MapInfo\MapInfo\Professional\750\Tools)

Each tool has it own key. From what I can tell this key number just needs to
unique.  You can use a Text string for this key, but the tool manager will not
be able to delete or update the key if you do.

Each Key has the following values
Autoload (DWORD) - 1 or 0
Description (STRING)
Location (STRING)
Owner (STRING)
Title (STRING)

I used a random number and loaded a tool without any issues.  Thanks to Peter
Horsbxll Mxller, Steve Wallace, and Bill Thoen.

The tool Bill mentions modifies the StartUp.WOR file. :)
