You can either create a dll resource file with your custom icon images using something like Delphi (Robert Edwards built a tool like this for MapBasic -- google for "Map Tools Company") or you could probably extract the images from existing resource files using any number of tools floating around out there and build a custom copyright violation that would work. But as far as I know, no one's built a MapBasic tool to build custom icons.
