I'm sure that just about everyone one has had this problem at some time
or another. But I don't remember any discussion about it or any
references to documents that deal with it.

We are in the process of generating digital maps from our old paper
ones.  We have made raster images.  The problems start when we try to
register them with different base layers.  Our bases (streets, section
corners, waterways and alike) don't come close to matching the raster
image, so creating/plotting the well locations becomes a mess.  In the
interest of creating a map that represents real world,  is there a
methodology or a set guide lines on how to construct a new map?
