spatialSQL (www.acenet.com.au/~pwaight/spatialsql.htm) will locate dead-ends and snap unintended line ends to the road network. The logic is that the "free ends" operator without an update operator locates ends outside the tolerance (legitimate dead ends). If the tolerance is zero, it will also locate dangle line ends. "Free ends" with a snap update locates ends within the tolerance and snaps to the network, optionally splitting the snapped-to line at the connect point. Similar approach with points and a line network.
