I've heard this comment several times this year, and can partially understand why folks come to this conclusion. The LEGEND of the thematic map show three REPRESENTATIVE symbols, but the actual symbol sizes are virtually infinite. You might want to change what point size symbol is used at what value to help you see this clearly.
