Does anyone think there is any chance of ESRI producing a "sized down" budget version of Oracle specifically for Public Sector bodies? Would ESRI be likely to show any interest in this sort of thing?

That's right, and my proposal to MapInfo guys that are reading this list is to look at PostGIS, based on PostgresSQL, which is probably the most capable open source DBMS for replacing commercial DBMSes to handle efficiently large amount of data. It can be a good alternative to Oracle for "poor" peoples (like government agencies, at least in France ;-) and small businesses.
