JASC Paint Shop Pro is relatively cheap compared to Photoshop and has the
features you're after. It also has a 60 day trial period on the demo.

One can do this by saving the layers you want transparent in the layout
window, as a .tiff (or I suppose .jpg) opening it in Photoshop, and
adjusting the opacity of those layers over a master.  The master should also
be a .tiff or .jpg at the same size and scale.  If you are using Aerial
Photography, you could also open the same photography set twice, set the
transparency of one of the sets to say 50%, and move it above all of the
other layers in the layer control.  This has the same effect.
