Ian:
If you're talking about just changing the control points and CoordSys in a
raster tab file, then you can open the table and use Table>Raster>Modify
Image Registration, then select a new Projection.  MapInfo should
recalculate all the control points into the new CoordSys within the
registration dialog. Hit OK and you're all done.
