Nope, not in MapInfo today.
Best you can do is to use zoom visibility, so that the symbol layer turns off at a certain scale.
A way of simulating symbol scaling is to add the same layer twice to the mapper, and use two sizes of symbols and then let the instance with smaller symbols replace the bigger set as you zoom out. That way you get location and occurrence at larger scales, and more content as you look closer.
