If I understand your issue, you don't need a special line style, you just need to select a standard one that has a distinct outline, then change it's width features from pixel to point, and to a high enough value to encompass your street names.
Tip... Just because the highest value in the line width may be 6, doesn't mean you can't specify higher, just enter 12 or 14 or 20 and your linestyle will grow accordingly.
