I'm not sure exactly what you're trying to do, but it sounds like you may be looking for "Mouse Keys"???
 
This is a Windows option found in the Control Panel and under "Accessibility Options"
 
Turning on Mouse Keys is supposed to allow you to move the pointer around using the keyboard arrow keys, however, I have found that on laptops, this can sometimes be a little flakey.
