An alternative is based on the colonisation of NSW, Victoria and Tasmania
POHM - Prisoner of His Majesty - the acronym was apaprently emblazened on the
prisoner clothing issued on arrival. It tended to be used disparagingly of new
arrivals (ie prisoners) by older settlers (the colonials - many of whom were ex
prisoners anyway in those states).
I suspect that the free settlement areas (most notably South Australia) picked
it up quite quickly to distinguish themselves.
