Do you want a shapefile of the outline/border of Venezuela or administrative units within Venezuela?
For the former try downloading the thematic mapping world borders shapefile [1] and you can extract the country of Venezuela. For the latter try World Resources data [2]. For further questions about open/public gis data I'd suggest posting to the OSGEO GEODATA list [3].
