Actually bitmap graphics are often underestimated. People repeat the 
mantra that bitmaps are crap but almost any medium you can view maps on 
will rely on bitmaps so if done properly, bitmaps can work very well.

Post-processing is certainly an issue but as you have noted, 
Cairo-generated SVG is not much better than a bitmap.

I don't know what your source data is. If you are working with 
OpenStreetMap data then try the or/p (or Osmarender) renderer which is 
rather slow compared to Mapnik and only works on small-ish files but it 
should be perfect for a "neighbourhood" area. The SVN generated by 
Osmarender is still not perfect (e.g. road casings and core are on 
different SVG layers and cannot be moved together), but at least you can 
edit text very well - move labels around or change them, insert spaces 
into street names so that the label doesn't cross another label at an 
intersection and so on.
