What OS are you using? What version of osm2pgsql? What version of PostgreSQL? The current osm2pgsql code does not contain any "vacuum" commands. It does have some "analyze" statements which are fairly similar to a vacuum so I guess the error message could be complaining about these, but these are executed as single commands. This is the first time I have heard anyone report this issue.
