Take in mind that the osm.xml has been geared for use with a postgres db 
created by osm2pgsql. I think it may not work for some features if you 
use the OSM plugin and a .osm file, because of differing fields.

Yes, but it may take a very long time, depending on your hardware and 
postgresql tweaking.
