Hey Andrew, All plugins are separate DLL's that link to libmapnik.dll and are installed by being dropped into c:/mapnik_0_6_0/lib/mapnik/input.
So, if you can compile the osm plugin as a DLL with the extension of 'input' then it should work, but we've yet to do that for windows and don't currently have a plan for it.
