My guess is that you're quantizing to a limited number of colors; looks like 16? at least for http://earthdev.burningman.com/osm_tiles2/14/2767/6155.png . What is likely happening is that the quantizer is making a silly choice about what colors to include in the final image when it can't include all of them due to antialiasing or some such. You might up the color palette size of you quantizer, if you can? Or at least try without quantizing and see if you get any farther?
