There's many options depending on what you actually want to do.

Shapelib is an option if you want to create shapefiles programmatically.

If you simply want to create a dataset by drawing shapes and filling in
attributes, you can also try some simple GIS like QGIS, uDig or OpenJump
(these three are free software). See:

About gathering existing shapefile, I can't give much advise.
Unfortunately, public geographic data is not common, especially for
specialized domain such as yours.

It usually possible to build correct basemaps using the VMAP dataset.
Thematic data are sometime provided by institutions:
* http://dataservice.eea.europa.eu/dataservice/
* http://data.un.org/
The vast majority of raw geographic datasets, though, is not published
(as in freely and publicly available on the web). To find data relevant
to oil fields in Nigeria, you may consider asking to national
institutions or companies.
