Shield symbolizer looks like the way to go. It looks like I'll need to
create some different styling/shieldSymbolizers for the different zoom
levels. That can tackled in a another topic. I found some good resources to
start from I think. 

Time to whip out some CSV! Thanks much for your guidance.
