Well the ICU libs are used for the unicode crap, which is why I m not 100% sure if your error aren't related to ICU as well.. Anyways, I m not a pro... ;-)
Since these are plenty of boost related issues, check if you got all the boost lib files in whatever path you tell scons. The bjam stuff has some weird behavior (at least on my computer), on my end it didn t compile all the needed stuff besides the stuff you told it as options (--with ....). So try running bjam again (like this ./bjam toolset=gcc -sNO_BZIP2=1 -sHAVE_ICU=1-sICU_PATH=/usr/local/ -a instal) after you did the previous command.. Otherwise I have no clue...
