In a vague reply I'd say that this is well possible - the layer causing the
hang uses several rules with linepatternsymbolizers. This would also explain
why the zoomlevels above and below are working. The hanging tile is at z12
and most of the rules are first rendered at z12. At z13 the "critical mass"
may not have been reached.
