Okay, ^^ that is the key. So SCONS is finding you do have boost_regex built with icu support (which I've recently made an optional thing). Anyway, what is happening is that test file is missing the -DBOOST_REGEX_HAS_ICU flag. The ticket I previously mentioned captures this.
