I am not very fond of multiple INSTALL files. But you are probably
right that this is more scalable.
As the administrator probably don't want to install all the stylesheets,
specific INSTALL files for extra stylesheets is relevant to me.
At least, keep osm-mapnik style sheet in main INSTALL and add a
pointer in the main INSTALL to each individual style sheet's INSTALL
file, something like:
"""
To install other style sheet, you can follow instructions in:
stylesheet/osm/INSTALL
stylesheet/toner/INSTALL
[...]
"""
I agree with this solution.
